How to tell if the ESL is damaged or NEC is locked?
Open VVDI MB Tool software
Click “Check ESL damage” and you will get any of following display:
ESL is working: means the motor is damaged and you need a new full set of ESL motor.
ESL is damaged: need to replace new ESL.

VVDI MB BGA tool Mercedes key programmer

Procedures:
Step 1: Erase EIS:
The ELV is not personalized
Connect ELV emulator to VVDI MB tool and vehicle
Open VVDI MB tool software
Select ESL Tools-> Read ESL data
Click EIS tools-> Read EIS data
Get erase password, then paste to key password
Save EIS data
Press OK to save HCO5 format file
Tick IR and click Renew EIS
Insert IR key to EIS
Erase EIS success
Note: if you just only personalize ESL without erasing ESL at first, the ESL won’t be synchronized.
Tick “OBD” and select Write EIS data to write VIN
Step2: Load EIS data
Click “Write” and rewrite EIS data in IR mode
Step 3: Personalize W204 ESL
Select Personalize W204 ESL in OBD mode
Personalize ESL success
Read EIS data again
Step 4: Activate EIS
Finish personalizing, EIS is normal.
The options “Initialized”, “TP Cleared” and “Personalized” are ticked, except “Activated”
Insert the original car key and EIS and ESL will be “Activated” status.
Renew ESL successfully
Please kindly notice:
It’s hard to buy Mercedes 204/207 EIS and they are expensive. If you have 204/ 207 all key lost, you are advised to use W212 EIS for replacement and the ESL needs to be removed.
