I’ve tried Golf 2009…VVDI2 could not finish a key learning procedure.
Pulled CS and PIN ok via ECU.
Precoded could NOT be accessed for this because could not connect to UDC or other CAN eeprom.
I loged in instrument 17, loged in OK, channel 21 reprogram original key works.
So bug is in key programming procedure for this Canada/US golf 2009?

2009 Use Immobilizer 25, not 17 -Instruments. CS for ECU will not help because you have only 6 byte
This car may NEC or MM cluster or Micronas.
If has NEC or MM it has 12 byte CS, If micronas 7 byte CS.
Is it RED or Black/White LCD in cluster?
Do you have working key , or all key lost?
You need to learn first how to use VVDI2 to program keys in this car
